How can i make a material glow in 3d studio max, like an LED light is inside clear plastic?

There are a few ways...

It depends what version you are using as well.

Assuming you're on an older version, I'll give the easy ways.

First off, put in a small omni to give the glow onto the surrounding surfaces (if necessary). Make sure you change the attenuation so that it only lights a small area.

Now the easiest way to do this is to give all other objects in the scene a matte material, and render just the LED bit which is supposed to glow.

Now open photoshop, and put your final render under the LED layer. Just use a gaussian blur and levels (or whatever else works) on the LED to get your glow.

One thing you'll learn is that it's a hell of a lot quicker to do things like that in photoshop/aftereffects than Max.

The other way of doing (within Max) is to use video post.

Right click the object and give it an object number other than 1. (as long as it is unique within the scene). Now open video post and add the scene.

Now add a modifier, and select glow. Change the settings so that it only affects the object ID you selected earlier, and hit preview to see the effects.

Now add an output to the queue and click the running man.

It's a messier way of doing it, but probably easier for animations (you didn't mention if it was still or animated)How can i make a material glow in 3d studio max, like an LED light is inside clear plastic?
your question is rather limmited in what you are trying to attempt, there are several ways to make items be luminescent, try ultraviolet light sources, strobe lights from off center, bounce early morning sunlight off of a mirror, use various filtersubstances on the primary lenses then go from there thee actual recording part should be quite easy as you experiment
