Nothing...you can not make yellowed plastic (it is because of aging, not dirt) look new again....sorry.
the yellowing of the plastic is mostly due to ultraviolet sun light. its a sign of deterioration. i take it that the umbrella might be from the 60's or 70's which means that they were not of high end quality. the more it gets used outside the faster it will deteriorate. cleaning might get the surface discolouration but the ';fading'; is inside the plastic also
Try a white vinegar solution mixed with water. spray on, wipe off.
Rum.
use dawn dish soap, place it in the tub and wipe it with a soft cloth,
open the umbrella in the tub,Mix 1/4th cup of bleach and 3cups of water, and a little dawn. with a soft cloth use this mixture to clean the plastic. When you are finished turn on the shower and rinse. Turn and Umbrella over and do the same on the inside. Turn back upright to dry
throw it away and get a new one.
