I have a pair of clear lucite heels. The part that touches the top part of your foot is also clear. That particular material is like the kind of plastic that is used on the windows of convertible vehicles like jeeps. The plastic has become cloudy. Try some stuff that is sold in Auto stores. It's made by Meguiar's and called Plastex. Also, try the cleanser Barkeeper's Friend.
Dish detergent or laundry detergent could help a lot with your problem. Just smear it onto the intended area then rub in circular motions. And finally rinse thoroughly and you should be fine.
