My friend parked his car outside my house and got a ticket for having a plastic covering over his license place. Is this illegal in MN? And if so, why do stores sell these things without warning customers? Is there a way to sue these stores?

This is one of the little glitches that exist everywhere. It is not legal to cover your plate with any type of surface at all, so the ticket is legit.
It is perfectly legal for the store to sell you the plastic cover however. There is no law in place preventing the sale of the item, just for it's use.
Since the item for sale is legal to sell, you cannot sue them for what amounts to an improper use of the item sold.
